The idea to start a movement of this nature came from Rev. Habila M.I Seupasi (an ordained minister with the Lutheran Church) when he called the first meeting in 1994 at the Gurum Primary School. The movement started to act as a body right after the meeting. However, the movement has been having ongoing activities since in the 1980s under a self-help group which Rev. Habila called “The Justice Group”. The organization started with a serious mobilization of mainly the peasants as earlier mentioned. The Lutheran church of Christ in Nigeria at Gurum-Nongvan provided the first building for office space till 1997, when the secretariat was completed and launched Gurum-Nongvan
Today JPRM is a functioning NGO with base of operation in two states - Adamawa and Plateau States. with capable staffs and blessed with global partners
